Three guidelines and three basic rules: strict in self-cultivation, using power, and self-discipline, and be realistic in handling issues, starting a business and personal behavior. 

         Strict in self-cultivation, is to strengthen the party spirit, to firm ideals and beliefs, to enhance the moral realm, to pursuit of noble sense, to consciously keep away from low-level fun, and consciously resist the evil.

         Strict to use power, is to adhere to the right for people, to exercise power according to rules and the system, to put the power into the cage of the system, and not to engage in privileges and abuse of power in any time.

            Strict to self-discipline, is to feel awe, to always hold the discipline ruler, be cautious, diligent and introspective, to comply with the party discipline law, and be politically clean.

         Everything must be realistic, it is necessary to proceed from the reality to plan the cause and work, so that the ideas, policies, and programs can be in line with the actual situation, in line with the objective laws, in line with the scientific spirit, ambitious, not separated from reality.

         That entrepreneurship must be truthful, is to work hard, dare to take responsibility, courage to face contradictions, good at solving problems, and strive to create practical, people, and historical test performance.

‘To be a man’ must be truthful, to the party, to the organization, to the comrade honest and faithful, to be honest man, speak honest word, pragmatic, frank people, fair and impartial.
